    Kelsey Lundy has over 25 years of government relations experience at all levels of government. She has successfully navigated her clients through difficult and controversial legislative and regulatory issues relating to state budgeting, health insurance, healthcare and healthcare professions, tax issues, and public safety. Her practice areas include health insurance, healthcare, higher education, tax policy, economic development and workforce, state budgeting, public pension systems, and public safety. Kelsey has been recognized for her lobbying skill and know-how multiple times by the Capitol community. Most recently, she was selected by her peers for the Arizona Capitol Times’ Best Lobbyist award in both 2020 and 2021 and was honored by the Arizona Capitol Times in 2019 as one of its leading Women Achievers of Arizona. Kelsey is also a founding member and Executive Board Member of the National League of Women Lobbyists. Kelsey is a proud mother of two boys, enjoys sailing and traveling with her husband, and is a graduate of the University of Arizona.

    Sean Noble is a long-time political and policy strategist and a pioneer in independent expenditure campaigns. Sean worked for a decade as chief of staff for Congressman John Shadegg (R-AZ), and along the way he became the go to campaign advisor for conservatives and conservative issues from his home state of Arizona to Washington, DC. He is an expert in messaging, strategy, and tactics in the policy and political arena. Sean has managed both state-based and national issue advocacy campaigns and managed independent expenditure efforts for President, U.S. Senate, Governors, and Congress. He has also managed candidate campaigns for Congress, U.S. Senate, Governor, State Legislature, and ballot initiatives. He is also a co-host of the podcast “Light Beer Dark Money.”

  • Cheyenne Walsh

    Cheyenne Walsh has represented a wide variety of corporations, non-profits, trade associations, and governmental entities before the Arizona State Legislature, Governor’s office, and state agencies, as well as city and county governments since 2006. She has effectively lobbied on clients’ behalf in nearly every major policy area, and has particular expertise in water and environmental issues, transportation, and insurance. Cheyenne has been recognized by the Arizona Capitol Times as a Best Lobbyist under 40, and she was honored to be an inaugural "Breakout" award recipient, selected by the Arizona Capitol Times as one of the "sharpest political minds in the state." She has also been recognized among the top lawyers in the state as a Southwest Super Lawyers Rising Star annually since 2014. Cheyenne received her bachelor’s degree and law degree from University of Arizona and holds a Master of Public Administration from Arizona State University. She serves as President of the Arizona Alliance of Boys and Girls Clubs and on the Board of Directors for the Arizona Heritage Alliance. She is a Valley Leadership alumna of Class 36 and a Flinn-Brown Fellow. Cheyenne enjoys the Arizona desert from horseback with her two horses, Rippy and Miles Davis.

  • Jessie Armendt

    Jessie Armendt has lobbied at the Arizona Capitol for over a decade and thrives on securing legislative victories for her clients. Her areas of expertise include liquor law, education, healthcare, maternal and infant care, and election issues. Jessie was selected by her peers for the Arizona Capitol Times’ Best Lobbyist Under 40 award in 2019, 2020, and 2021. She is a graduate of Rice University where she received a Bachelor of Arts in Philosophy. Before entering the policy realm, she spent a year in a Philosophy Ph.D. program at the University of Maryland and then returned to Arizona to work as a behavioral therapist for children with autism. Jessie lives in Phoenix with her husband, son, and spoiled cat.

  • Alexandria Mendoza

    Senior Associate

    Alexandria Mendoza joined Compass Strategies in 2017 and quickly established herself as one of the most tenacious young lobbyists at the Capitol. Her areas of expertise include law enforcement, transportation, health insurance, housing, and banking and financial services. Alexandria found her passion for politics volunteering for Governor Doug Ducey’s winning 2014 campaign and she worked for two years at the Arizona House of Representatives as a legislative page before joining the Compass Strategies team. Alexandria has worked on three successful statewide campaigns in Arizona and spent time in Washington, D.C. as a Capitol Scholar while also working for DC London. Alexandria is a graduate of Arizona State University, where she received a degree in Political Science and a minor in Public Service and Public Policy. She distinguished herself during her college career as a Dean’s Investments Scholar, College of Liberal Arts & Sciences student leader, and New American University Scholar. Alexandria lives in Phoenix with her husband and their dog, Teddy.

  • Andrew Yoxall

    Legislative Coordinator

    Andrew Yoxall has worked in politics since 2017, beginning his career in the Oregon State Senate. During his time in Oregon, Andrew staffed two state senators, eventually working his way up to the Senate Republican Leaders' offices as a legislative aide. While working at the Oregon Legislature, he crafted policies to reduce regulations for coastal fishermen. Additionally, he has managed candidates for the Oregon Legislative Assembly, county commissioner, and the Alaska State Legislature. Before joining Compass Strategies, Andrew worked for Senate President Fann during her final year in office. He spends his free time giving unsolicited advice on plant care, exploring restaurants around the Valley, and spending quality time with friends and family. Although not by birth, he is an Arizonan by choice.

  • Cody Hruby

    Legislative Coordinator

    Cody Hruby developed his interest in public policy during his time serving as treasurer for a non-profit organization that sought to bring martial arts to youth in his community. Cody studied political science and economics at Arizona State University, during which time he interned at the Arizona House of Representatives during the second session of the Fifty-fifth Legislature in 2022. As an intern, he aided majority policy staff by serving on the Appropriations and Ways and Means committees, assisting with bill summaries, policy proposals, and intensive note taking. After the internship, he took his experience to the campaign trail and worked as a campaign field director for an attorney general candidate. Cody has since completed his B.A in Political Science and is currently pursuing a Masters of Public Administration with a focus in finance at ASU.

  • Denise Stecker

    Office Manager

    Before joining Compass Strategies, Denise Stecker spent more than 20 years working in Arizona as a legal administrator. Her work in that area involved assisting attorneys in all aspects of their cases, including preparing for trials and working closely with law firm clients, Arizona government employees, and members of the public. During a legal hiatus, Denise worked for a large lighting company in the Phoenix area for three years, managing the customer service department. Within a year, Denise was instrumental in increasing their JD Power customer service rating from 46.5 percent to 98 percent. Denise has three children, and in her spare time she likes to exercise, hike, and bake. Most of all, she loves to spend time with her family.
